Job Description

FTSE Russell is seeking a capable, organised and detail-oriented Issue Management Associate to support the effective operation of the first-line Issue Management framework across the global business.

This role will play an important part in coordinating issue lifecycle activity, supporting remediation delivery, maintaining high-quality issue records and producing reliable management information for governance and senior oversight. The Associate will help ensure that issues are consistently recorded, appropriately assessed, actively monitored and supported through to closure in line with LSEG standards and FTSE Russell's first-line risk and control expectations.

Working within the 1LOD Risk & Control function, the role will partner with Issue Owners, Action Owners, Risk & Control colleagues and governance collaborators to strengthen issue management discipline across the business. This includes monitoring remediation plans, challenging data quality gaps, preparing governance materials, tracking decisions and actions, and supporting the production of clear, accurate and audit-ready reporting.

The role requires someone who can operate with a good degree of independence, manage competing priorities, follow up effectively with collaborators and help identify recurring themes, process weaknesses or emerging risks from issue data. It is well suited to someone with prior experience in governance, controls, risk, audit support, operational resilience, issue management or remediation environments who is looking to deepen their expertise in a regulated financial services and market infrastructure business!

Key Responsibilities

Issue Lifecycle Coordination

  • Support the day-to-day coordination of the end-to-end Issue Management framework, including issue identification, assessment, remediation tracking, governance reporting and closure preparation.
  • Ensure issue records are complete, accurate and maintained in line with agreed procedures, including ownership, ratings, root cause, impact assessment, action plans, milestones, target dates and closure evidence.
  • Review new and existing issue records to identify gaps, inconsistencies or unclear information, and work with Issue Owners to resolve these in a timely manner.
  • Monitor remediation delivery, including action progress, ageing, overdue milestones, dependency risks and closure readiness.
  • Follow up with Issue Owners and Action Owners to obtain timely status updates, evidence and remediation progress commentary.
  • Support issue triage and prioritisation by helping to assess completeness of issue information, alignment to procedural requirements and potential escalation triggers.
  • Assist in preparing issues for governance review, closure challenge or escalation, ensuring key risks, dependencies and decisions are clearly presented.
  • Maintain visibility of issue lifecycle health and escalate overdue, unclear or at-risk items to senior colleagues.

Governance, Reporting and Management Information

  • Produce regular Issue Management reporting and dashboards, covering issue volumes, ageing, remediation status, overdue actions, closure progress, risk themes and emerging hotspots.
  • Support preparation of governance packs for issue forums, risk committees, working groups and senior management updates.
  • Track governance decisions, actions and escalations, ensuring these are clearly recorded and followed through to completion.
  • Analyse issue data to identify recurring themes, common root causes, control weaknesses or systemic risk drivers.
  • Provide clear commentary to accompany MI, explaining key movements, areas requiring attention and potential risks to delivery.
  • Help ensure MI is accurate, reconciled, timely and suitable for senior management, second line, audit or regulatory review.
  • Support the development of more insightful and action-oriented reporting that moves beyond status updates to highlight trends, root causes and management priorities.

Data Quality, Controls and Evidence Standards

  • Maintain and update issue records within MetricStream or relevant issue management tooling, ensuring data is complete, current and aligned to procedural expectations.
  • Perform routine quality assurance checks across issue records, including completeness of mandatory fields, consistency of ratings, adequacy of action plans and quality of closure evidence.
  • Identify and escalate data quality concerns, missing evidence, outdated commentary or unclear accountability.
  • Support evidence collation for issue closure, internal review, control testing, audit activity and regulatory engagement.
  • Help ensure issue documentation is clear, structured and audit-ready, with an appropriate trail from issue identification through to remediation and closure.
  • Support alignment between issue records, incidents, RCSA outputs, control gaps and remediation activity where relevant.
  • Contribute to the ongoing improvement of issue management procedures, templates, evidence standards and data quality controls.

Stakeholder Engagement and Delivery Discipline

  • Work closely with Issue Owners, Action Owners and control collaborators to support timely remediation and accurate issue status reporting.
  • Build effective working relationships across business, risk, compliance, technology, operations and governance teams.
  • Provide practical guidance to collaborators on issue record quality, remediation tracking, evidence expectations and governance timelines.
  • Follow up assertively but constructively on overdue actions, incomplete updates or unresolved data quality matters.
  • Escalate delivery risks, unclear ownership, missed milestones or evidence gaps in a structured and timely way.
  • Support a culture of transparency, accountability and proactive risk identification across the first line.

Process Improvement and Risk Culture

  • Identify opportunities to simplify, standardise and strengthen issue lifecycle processes and reporting routines.
  • Support continuous improvement of issue data quality, MI definitions, governance materials and closure evidence standards.
  • Contribute to stronger linkage between issues, incidents, controls, RCSA outcomes and thematic risk analysis.
  • Help embed consistent issue management practices across teams and regions, reducing variation and improving comparability.
  • Promote strong risk culture behaviours by encouraging timely issue identification, clear ownership, disciplined remediation and evidence-based closure.

Experience & Skills

Essential

  • Experience in governance, controls, risk, operational risk, audit support, issue management, remediation tracking or a similar operational environment.
  • Strong organisational skills, with the ability to manage multiple issues, actions, deadlines and stakeholder follow-ups.
  • Excellent attention to detail, with a strong focus on data quality, completeness and accuracy.
  • Strong written communication skills, including the ability to summarise issue status, risks, decisions and actions clearly.
  • Good analytical skills, with the ability to interpret issue data, identify trends and highlight areas requiring management attention.
  • Experience producing or supporting management information, dashboards, trackers or governance reporting.
  • Ability to work with stakeholders across different functions and levels of seniority.
  • Confidence to challenge incomplete information, unclear ownership or weak evidence in a constructive and professional way.
  • Ability to work independently, prioritise effectively and escalate appropriately where delivery risks arise.
  • Comfortable working in a structured governance and control environment.

Desirable

  • Experience using MetricStream, Jira or similar risk, workflow, governance or issue management systems.
  • Understanding of issue management lifecycle requirements, including issue identification, assessment, remediation, closure and evidence standards.
  • Familiarity with operational risk, control frameworks, RCSA, incident management, root cause analysis or remediation planning.
  • Experience supporting governance forums, including meeting packs, action logs, minutes, decision records and follow-up tracking.

Job Description

Starling is the UK’s first and leading digital bank on a mission to fix banking! Our vision is fast technology, fair service, and honest values. All at the tap of a phone, all the time.

Starling is the UK’s first and leading digital bank on a mission to fix banking! We built a new kind of bank because we knew technology had the power to help people save, spend and manage their money in a new and transformative way.

We’re a fully licensed UK bank with the culture and spirit of a fast-moving, disruptive tech company. We’re a bank, but better: fairer, easier to use and designed to demystify money for everyone. We employ more than 3,000 people across our London, Southampton, Cardiff and Manchester offices.

Our technologists are at the very heart of Starling and enjoy working in a fast-paced environment that is all about building things, creating new stuff, and disruptive technology that keeps us on the cutting edge of fintech. We operate a flat structure to empower you to make decisions regardless of what your primary responsibilities may be, innovation and collaboration will be at the core of everything you do. Help is never far away in our open culture, you will find support in your team and from across the business, we are in this together!

The way to thrive and shine within Starling is to be a self-driven individual and be able to take full ownership of everything around you: From building things, designing, discovering, to sharing knowledge with your colleagues and making sure all processes are efficient and productive to deliver the best possible results for our customers. Our purpose is underpinned by five Starling values: Listen, Keep It Simple, Do The Right Thing, Own It, and Aim For Greatness.

Hybrid Working

We have a Hybrid approach to working here at Starling - our preference is that you're located within a commutable distance of one of our offices so that we're able to interact and collaborate in person. We don't like to mandate how much you visit the office and work from home, that's to be agreed upon between you and your manager.

Our Data Environment

Our Data teams are excited about the value of data within the business, powers our product decisions to improve things for our customers and enhance effective and agile decision making, regardless of what their primary tech stack may be. Hear from the team in our latest blogs or our case studies with Women in Tech.

We are looking for talented data professionals at all levels to join the team. We value people being engaged and caring about customers, caring about the code they write and the contribution they make to Starling. People with a broad ability to apply themselves to a multitude of problems and challenges, who can work across teams do great things here at Starling, to continue changing banking for good.

Requirements

We have built our entire banking platform in house and mostly in Java. We are looking for people who want to work on building the tooling that is used by our engineers on a daily basis.

We are looking for people who are truly full stack, and are as comfortable polishing their javascript front end as they are debugging the innards of their java applications database interactions, or standing up infrastructure with terraform. We are looking for people who can:

  • Design REST apis.
  • Code backend services, ideally using Java, or another other server side compiled language.
  • Develop modern front ends, ideally using React and Redux.
  • Get their code into the cloud and support it there, ideally on AWS.
  • Believe in clean coding, simple solutions, automated testing and continuous deployment.
  • Like to take ownership of a feature from the original idea through to live.
  • Think (like us) that a small number of empowered developers is the right way to deliver software.

Company Benefits

  • 33 days holiday (including flexible bank holidays)
  • An extra day’s holiday for your birthday
  • 16 hours paid volunteering time a year
  • Part-time and/or flexible hours available for most roles
  • Salary sacrifice, company enhanced pension scheme
  • Life insurance at 4x your salary
  • Hybrid/remote working
  • Private Medical Insurance with VitalityHealth including mental health support and cancer care. Partner benefits include discounts with Waitrose, Mr&Mrs Smith and Peloton
  • Generous family-friendly policies
  • Varied social groups set up and run by our employees
  • Perkbox membership giving access to retail discounts, a wellness platform for physical and mental health, and weekly free and boosted perks
  • Access to initiatives like Cycle to Work, Salary Sacrificed Gym partnerships and Electric Vehicle (EV) leasing

Full details are available on our careers site

Interview Process

Interviewing is a two way process and we want you to have the time and opportunity to get to know us, as much as we are getting to know you! Our interviews are conversational and we want to get the best from you, so come with questions and be curious. In general you can expect the below, following a chat with one of our Talent Team:

  • Stage 1 - 30 mins with one of the team
  • Stage 2 - Take home challenge
  • Stage 3 - 90 mins technical interview with two team members
  • Stage 3 - 45 min final with an executive and a member of the people team
