Do tech hiring managers value non-tech experience?

The thing I struggled with when I was applying for jobs was really pulling together the previous experience I had and articulating that in a way that said, "Okay, so I've only done X amount of time on programming, but these are all the other skills that I actually already have ready to go." And really sort of selling that part of you, because that's a super important part of you, the fact that you've already worked in an office environment, for example, or the fact that you've already led a project or you've maybe managed people, or anything that you've done in a work environment is so valuable because that knowledge of stuff that isn't instantly taught, that's something that you gain through experience and that experience can be super valuable. Especially in engineering teams, I think when a huge part of it is team-building and working well with your colleagues, because it is a team effort. It's very rarely a solo effort when it comes to engineering teams.
